This is classic propaganda, creating a back story that makes it seem like the marshal who gunned down a man in Miami was perfectly justified in doing so.

The back story is that everyone was on edge because they had found, well, not really, they let him go, a "shoe bomber", except that his shoes didn't really have a bomb in them, just "looked suspicious"... and THAT is why the marshal was doing the right thing when he gunned down a (bi-polar patient) man who claimed he had a bomb.
